Our Founder’s Mission
Group R Management Strategies was founded in 2009 by Rene Burke to provide professional management strategies that enhance the support for individuals with Intellectual and Developmental Disabilities (IDD). With a focus on improving medical/nursing care, day programs, and residential services, her mission has expanded to support all individuals with cognitive impairments, not just those with IDD.
Educational Background & Expertise
Ms. Burke holds a Master of Science in Nonprofit Management and a Bachelor of Science in Nursing. With over 35 years of experience as a registered nurse, her diverse background spans medical/surgical nursing, transplantation nursing, nursing research, and nonprofit management, giving her unique insights into both healthcare and organizational strategy.
For more than a decade, Ms. Burke served as Director of Health Services and Director of Professional Services at Allegheny Valley School. During her tenure, she oversaw over 125 programs and facilities that supported individuals with IDD across Pennsylvania, providing leadership in delivering high-quality care and services.


Policy Development & Regulatory Expertise
Ms. Burke has nearly 20 years of experience developing policies and procedures to ensure compliance with Federal ICF/MR regulations and Medicaid Waiver programs. Her expertise includes crafting Plans of Correction based on reviews of deficiencies by Federal and State Surveyors and County Inspectors, as well as creating risk and quality management plans for IDD service providers.
